Regulations Governing Unit Short Term Camping
Resica Falls, Musser, & Treasure Island Scout Reservations
  1. Permits - Permits for use of the camp properties are issued through the Camping Service of Cradle of Liberty Council.  The permit covers the proper Scouting use of a Cradle of Liberty Council camp and activities within its boundaries. If a unit or a part of it expects to hike outside the boundaries, the unit must advise the Camp Ranger or the Campmaster of the hike plan (destination, time of departure and expected time of return).  Permission of the land-owner is required and must be secured beforehand.

  2. In-Camp Authority - The Camp Ranger and the Campmaster are authorized to deal with infractions of Scout camp rules. If the immediate safety or comfort of others is in jeopardy, those individuals or units who are violating the rules may be expelled by the Ranger or the Campmaster.

  3. Arrival and Departure

    1. Arrival and Check-In

      1. Plan your arrival for no earlier than 6 P.M., Friday evening. (Note: Arrivals at Treasure Island must be prior to nightfall. Marshall Island - Saturday arrivals only). Any units unable to arrive in camp as scheduled must notify the Ranger before 9 P.M Friday.

      2. Immediately upon arrival and prior to moving to your assigned campsite or facility, you must check-in with the Camp Ranger or the Campmaster on duty. You must submit:

        • Your camping reservation confirmation
        • A complete roster of all campers and adults
        • A detailed schedule of your unit's weekend program
        • Your unit's validated Tour Permit (non-Cradle of Liberty Council units only)
        • A signed copy of the Camping Regulations (this form)

      3. Discuss your program (and programming needs) with the Campmaster as soon as possible.

    2. Intermediate Exit and Return - Should your unit (or any individual) need to leave camp either temporarily or permanently, you must notify the Camp Ranger (or Campmaster) if available, or record your exit (and return) in the camp log book.

    3. Check-Out and Departure - Plan your departure for no later than 2 P.M., Sunday afternoon. Notify the Campmaster or Camp Ranger of your desired check-out time in advance. Do not depart from your campsite or facility until the Campmaster or Camp Ranger has checked out your unit.

  4. Adult Leadership - During the entire time that your unit is in camp, the unit must be supervised by a minimum of two registered unit leaders (or one registered leader and a non-registered parent of a participating youth), one of whom must be at least 21 years of age. Coed (Exploring) camping activities require the supervision of at least one registered female adult leader and one registered male adult leader.

         Additional Adult Participation - The unit short-term camping experience is enhanced by, and often requires, the participation of additional adults beyond the minimum two-deep leadership. Your unit is encouraged to involved additional adults in short-term camping provided that each participant is a registered adult leader or the unregistered parent / guardian of a participating youth, or an unregistered adult designated in writing as acting "in loco parentis" for a participating youth.

  5. Youth Participants - Every youth participating in your unit's age-group camping activity (i.e. Cub Scout, Webelos Scout, Boy Scout, Varsity / Venture Scout, Explorer) on Cradle of Liberty Council property must hold a current BSA registration in the proper age group. Tiger Cubs and non-Scouts (especially younger children) are not allowed to participate in unit short-term camping.

    *Tiger Cubs and non-Scouts may only participate in council approved Family Camping events.

  6. Vehicles - The speed limit is 5 m.p.h. on all camp roads. All vehicles must park in designated areas as directed by the Camp Ranger or the Campmaster. Parking is not permitted on camp roads or in fire lanes.  Please do not drive around any barrier. Your are responsible for any damage caused by your vehicle.

  7. Sleeping Facilities

    1. Male and female adult participants must use separate sleeping facilities. (Exception: Married  couples may share the same tent or the same quarters if appropriate privacy is provided).

    2. Male and female youth participants may not share the same sleeping facilities.

    3. Adult and youth participants may not share the same tent with the exception of a youth residing in the same tent as his/her parent or guardian.

  8. Smoke Alarms - All buildings used for sleeping have smoke alarms for your protection. Do not tamper with the smoke alarms. You should confirm operation upon check-in. At check-out time, the Campmaster will double-check this item.

  9. Chemical Fuels - Chemical fuels (propane, kerosene, gasoline, alcohol, etc.) and chemical fuel devices may only be used when under the direct supervision of an adult who has been trained and certified by the Cradle of Liberty Council Training Committee in accordance with the current Cradle of Liberty Council Chemical Fuels policy. The use of portable heaters is absolutely prohibited.

  10. Fires

    1. Open Sites - build fires in designated areas only. Always have a water supply nearby. fires must be completely out and cold to the touch any time the campsite is unoccupied. Please leave a courtesy woodpile when you leave.

    2. Cabins - build fires in fireplaces and stoves only. Ashes are to be cleaned out of wood stoves and fireplaces upon arrival. When leaving, allow the fire to burn down. DO NOT extinguish the fire with water.  Please leave a courtesy wood pile when you leave.

  11. Trash - All burnable trash is to be disposed of at your campsite. Non-burnable trash is to be placed in the designated dumpster.

  12. General Conduct - The law of the camp is "THE SCOUT LAW."

  13. Activity Hours - Scouts have all day from 7 A.M. to 10 P.M. for activities. After 10 P.M., confine your unit to the limits of your site, and restrict noise, light, and movement as a courtesy to other campers.

  14. Accidents - ALL accidents, injuries, fires, and property damage must be reported to the Camp Ranger or the Campmaster. Do not leave camp to go for help except in an extreme emergency. A claims form and the parent's release statement MUST accompany the Scout to the hospital or to the doctor's office.

  15. Prohibited Items and Activities

    1. Personal firearms are not allowed in camp. (Only camp rifles, shotguns, and camp ammunition may be used).
    2. Personal bows and arrows are not allowed in camp.
    3. Personal pellet guns, air rifles, sling shots, etc. are not allowed in camp.
    4. Fireworks are not allowed in camp.
    5. Alcoholic beverages of all kinds are absolutely prohibited in camp.
    6. NO drugs or illegal substances of any kind are permitted, NOTE: Personal medication shall be used only under the supervision of the Unit Leader.
    7. Pets are not permitted at camp.
    8. Snowmobiles, motorized bikes, ATVs and motorcycles are prohibited in camp.
    9. Smoking is not permitted in any camp building or structure.
    10. Chain saws are not permitted in camp during short-term camping.
    11. Standing trees (dead OR alive), may not be cut.
    12. The use of portable heaters is absolutely prohibited in camp.

  16. Service Projects - Each unit is requested to participate in a service, conservation or camp improvement project. Check with Camp Ranger one week in advance to arrange for your Scouts' project.

  17. Woods Tools - Sheath knives and axes are limited to your Troop site unless required for an approved service project.

  18. Property Damage - Your unit is financially responsible for any and all damage to camp facilities or equipment caused by a member of your unit.  All charges listed below are subject to change without notice.  Other charges not listed below will be based on actual repair or replacement cost.  All damage charges must be paid BEFORE your unit leaves camp.

    1. Carved initials or graffiti - $3 per inch and up
    2. Broken or cracked windows in lodges - $10 each
    3. Other windows - actual cost of replacement
    4. Torn cot cover - $25 each cot
    5. Missing stove knobs - $10 each
    6. Torn or missing shingles - $10 each
    7. Trees cut or hacked - $25 minimum
    8. Torn window screens - $10 each
    9. Broken latrine seats - $20
    10. Broken gas lamp - $40
    11. Broken lamp globe - $25
    12. Broken mantels - $3
    13. Fire extinguisher (broken seal) - $35
    14. Broken bench - $20
    15. Broken table - $40
    16. Torn mattress - $30
    17. Broken smoke detectors - $25
